Services
What we do.
Six service areas, each delivered by practitioners who have held the roles they advise on.
Senior practitioners doing the work.
Every engagement at Woodland-Robins is led by a principal — not assigned to a junior consultant after the contract is signed. We bring direct experience in local government leadership to each of our six service areas, and we work with a select network of associates when an engagement calls for additional depth.
Our work is grounded in the realities of British Columbia local government: the legislative environment, the political dynamics, the labour context, and the communities our clients serve. We do not offer generic public sector consulting. We offer the judgment that comes from having done this work ourselves.
01
Executive Recruitment
Rigorous, relationship-driven search for senior local government leaders. We conduct active, targeted searches — reaching candidates who are not looking, not just those who apply — and bring the judgment of practitioners who have held these roles to every stage of assessment.
- Chief Administrative Officers
- Directors and senior department heads
- Corporate Officers and senior statutory positions
- Chief Financial Officers and senior finance leaders
- Other senior management roles
02
Interim Placements
Experienced interim leaders for organizations navigating a vacancy, a transition, or a period of organizational change. We place practitioners who can lead from day one — providing stability, continuity, and credibility while a permanent solution is found.
- Interim CAO and senior management
- Transition and succession support
- Organizational stabilization
03
Legislative & Policy Education
Practical engagements that help elected officials and staff understand how local government actually works — the legislation, the procedures, and the policy frameworks that govern the work. We draw on direct experience as CAOs, CFOs, and Corporate Officers to make complex statutory material accessible and relevant, tailoring each engagement to the audience and the questions at hand, whether that is a newly elected council, a board orientation, or staff working through an unfamiliar policy area.
- Council and board orientation and meeting procedures
- Roles, responsibilities, and the council-staff relationship
- Statutory frameworks: Community Charter, Local Government Act, and related legislation
- Finance fundamentals for elected officials and non-financial staff
- Policy area overviews: procurement, privacy, labour relations, council and board procedures, and statutory interpretation
- Bylaw development and the regulatory framework
04
Development & Training
Practical, sector-specific training developed and delivered by practitioners. We bring proven experience in curriculum development, professional development, and knowledge transfer across corporate, governance, and financial disciplines. That includes building the program from the ground up — developing the curriculum, incorporating client input and feedback, and delivering training that is designed around the real contexts and responsibilities of participants, not generic management theory.
- Governance and administration
- Financial management for managers and professionals
- Legislation and policy development
- Leadership and strategic planning
- Elected officials, council, and board orientation
05
FOI & Privacy Program Development
We help local governments build their Freedom of Information and Protection of Privacy function — developing the processes, request workflows, and policies that a defensible FOI program runs on, tailored to the organization's size and capacity. We also provide limited FOI processing support for clients who need an experienced hand behind their own staff. As a small firm, we are clear about our scope: we do not have the people resources or dedicated IT support to manage a client's full FOI request volume, and we will say so up front.
- FOI program design and development
- Request processes and workflows
- Privacy protection policies and practices
- Limited FOI request processing support
Our associates
When an engagement requires additional depth or highly specialized expertise, we draw on a select network of associates with specializations in human resources, data and research analysis, leadership, and technical disciplines. Our associates are chosen for the same standard we hold ourselves to: direct experience in the field they advise on.
Let's discuss your needs.
We welcome confidential conversations with local government leaders — in municipalities, regional districts, and other bodies — at any stage, whether you have an immediate need or are simply thinking ahead.
